Activity Description
Das Vorhaben der deutschen Finanziellen Zusammenarbeit unterstützt die Reformbestrebungen Kolumbiens zur Umsetzung des finalen Friedensabkommens mit der Guerrilla-Gruppe FARC-EP von 2016 und der erweiterten Friedenspolitik Paz Total. Das Sektorreformprogramm ist als politikbasierte Darlehensfinanzierung (PBL) konzipiert. Zwischen der kolumbianischen Regierung und der deutschen Seite wurden Politikaktionen in folgenden Themenbereichen vereinbart: 1. Zugang zu Grundbesitztiteln und Landverteilung im Rahmen der Umfassenden Ländlichen Reform, 2. Stärkung der besonders vom Gewaltkonflikt betroffenen Landkreise, 3. Schutz der Menschenrechte, insbesondere von Führungspersönlichkeiten zivilgesellschaftlicher Organisationen, 4. Historische, soziale und gerichtliche Aufarbeitung der Gewalt-Vergangenheit und 5. Neue Akteure, Regionen und Initiativen im Rahmen der erweiterten Friedenspolitik Paz Total. Zielgruppe ist die Bevölkerung Kolumbiens. Frauen und direkt vom Gewaltkonflikt betroffene und offiziell registrierte Opfer werden dabei besonders begünstigt.Die Umsetzung ausgewählter Politikaktionen ist Voraussetzung für die Auszahlung eines KfW-Entwicklungskredits in Höhe von 150 Mio. Euro. Die Bundesregierung stellt dabei Haushaltsmittel zur Absenkung der Kreditzinsen bereit. Darlehensnehmer ist der kolumbianische Staat, vertreten durch das Finanzministerium. Programmträger ist die Nationale Planungsbehörde DNP. An der Ausgestaltung und Umsetzung der Politikaktionen sind weitere kolumbianische Institutionen beteiligt. Nach der Auszahlung werden die Darlehensmittel in das nationale Budget Kolumbiens eingestellt. Darüber hinaus stellt das Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) zusätzliche Mittel aus dem Studien- und Beratungsfonds (SBF) für kurzfristige Experteneinsätze zur Unterstützung der Gestaltung und Umsetzung der Politikaktionen zur Verfügung. Das Vorhaben knüpft an zwei vorangegangene Phasen an, weitere Phasen sind geplant.With this project, the German Financial Cooperation supports Colombia's reform efforts to implement the final peace agreement with the guerrilla group FARC-EP from 2016 and the extended peace policy Paz Total. This sector reform programme is designed as a policy-based lending (PBL). The Colombian Government and the German side have agreed on policy actions in the following areas: 1. Access to land titles and land distribution as part of the Comprehensive Rural Reform, 2. strengthening the counties particularly affected by the violent conflict, 3. protection of human rights, in particular of leaders of civil society organisations, 4. historical, social and judicial review of the violent past and 5. new actors, regions and initiatives in the context of the extended peace policy Paz Total. The target group is the population of Colombia and, in particular, the over 9 million officially registered victims who were directly affected by the violent conflict.The implementation of selected policy actions is a prerequisite for the disbursement of a KfW development loan of EUR 150 million. The Government of the Federal Republic of Germany is providing budgetary resources to reduce lending rates. The borrower is the Colombian State, represented by the Ministry of Finance. The National Planning Agency (DNP) is responsible for the implementation, and other Colombian institutions are involved in the design and implementation of the policy actions. After disbursement, the loan will be included in Colombia's national budget. In addition, the Federal Ministry for Economic Cooperation and Development (BMZ) is offering additional funds from the Study and Advisory Fund (SBF) to finance short-term expert missions that support the design and implementation of the policy actions.
